This is a microwave movement detector, camouflaged as an (those years) ordinary living house corridor/kitchen light. The parts of the ordinary, commercially available lantern are used. Inside, there is a (about) 5 GHz doppler radar, based on Czech semiconductors.
The detector was produced at Tesla Blatná in 80's for the purposes of Czech Secret Police.
